Slow modem after SP1

My Lucent win modem speed, never good due to poor phone lines in my area, has dropped from 28.8 to 24.0 after installing SP1. I uninstalled SP1 and speed improved back to 28.8. I want the security patches of SP1, but is there a particular file in SP1 that might be causing this slow down that I could do without?

Or did SP1 update the driver and that caused the problem. If so, how can I get back to the previous driver

Windows XP will slow down with Sp1. Since you are using a Winmodem, most of
the controls that the modem requires to connect are stored in Windows.

I think that SP1 did update the driver to the Win Modem and that knocked the connection speed down. I'd like to get some confirmation on this and how to get the old driver back.
