Slow Internet Downloads/Stops During Downloads

I am having a real hard time downloading anything from the internet. I just recently formatted my hard drive and had to reinstall my OS for an unrelated issue. I used to have no problems downloading anything or even going to another page. Now when I download something it takes 20 minutes or it just stops in the process. I have High Speed Internet and my boyfriend (who's hooked up to me via a hub) has no problems. Help on this would be greatly appreciated!

Perhaps not related, but worth a look...

Check with http://dslreports.com (if applicable) and access the OUR
TOOLS|TWEAKS section.

See what the TWEAK TEST reveals, and take the recommended action.

Be especially interested in the XP setting for RWIN (receive window),
which can greatly affect speed.
