Slow CD Drive when installing apps

Whenever I install programs off of a CD, it takes about 4 minutes for the CD
to start spinning. During this time my mouse moves but I can't do anything
else on my computer. After that 4 minutes, the CD starts spinning and the
install process starts. It happens on both CD drives, (different
manufacturers). This started about 3 months ago. Before then, everything
worked fine. I've clean my computer with Ad Aware, and used Norton Utilities,
but it still occurs. If I use a music or data CD, the drive spins up fine.
What do you think I should check?
 
Mike, rt click on MyComputer>select Properties>Hardware>Device
Manager>Dvd/Cdrom Drives>Your Drives. rt click on
each and choose Uninstall. Restart and let WinXP reinstall them. Go back
into Device Manager>IDE/ATAPI Controllers>Primary IDE. rt click and select
properties>advanced settings. select DMA if available. Same with Secondary
IDE. You also maybe??? using a underpowered Power Supply depending on what
else is using the 12v line but I have never
seen that type of symptom before.
 
I tried reloading drivers, but that didn't work. The IDE controllers are both
set to "DMA if available". I just downloaded subinacl.msi to fix another
problem. When installing that app, (from my hard drive), I also experienced a
3 - 4 minute wait before the apps install window came up. Any help would be
appreciated.
