I has just purchased a Lexmark P707 and the PC (Windows XP) boots
very slowly, the "Intel" logo stays for a few minutes, then waits with
a black screen. All this when it is plugged in via the USB port. If I
disconnect the printer form the USB cord the PC boots up starait
forward, and I can then connect the printer and it works This can be
done even before it finished the start up process. My previous
printer, a Lex Z53 worked OK irrespective of whether it is plugged in
before or after the PC has booted up.

I'd suggest that you take the printer back. Life is too short and printers
too inexpensive to fool with.
Besides, a lot of returns forces the mfr to fix the problem.

It's starting the connection to the scanner unit. Just sit and wait. The
slower the CPU, the slower the bootup will be.

I have the same problem with a customers P707.....can take up to 25
minutes to boot into windows....surley you shouldnt have to wait that
long.

25 minutes is a little long! How many programs are you running at Startup?
When was the last time you ran a full antivirus scan with updated
signatures? When was the last time you checked for spyware? Ran a Disk
Cleanup? Defragged your harddrive?
