Slow boot on Wiondows 2000 "Applying Security Policy"

I have a Thinkpad T21 running Windows 2000 with the most
recent security patches installed. I find that on bootup
the machine takes a long time to 'apply security policy'
(5-10 minutes) but this isn't consistent - there are times
when the boot up time is far quicker say 1-5 minutes.

What is Windows doing when in this phase of the boot
sequence and what causes the delay and is there anything I
can do about it?

Security policies can become corrupted and cause this problem.
If you're an admin on this machine it's easy to troubleshoot.
Create a new user with admin priveledges, log in under the
new user account and see if you have the same problem. If you
do, then the corruption is in the machine's policy file. If you
don't, the user policy file is corrupted.
