This whole Microsoft Mail program is ridiculour, especially for a new user.
How the Hell are u sipposed to know the incoming/outgoing protocols?
Windows could be a lot mor helpful. I can now receive messages but don't
know how to set up to send messages, especially from other websites.

This all depends on what your ISP has called for. Nothing to do with Microsoft.

Call your ISP and ask them what is their protocol and info to fill in so as you can
set up your email account in Windows Mail
 
How can your email program know which ISP or mail provider you are
using? Each mail provider/ISP has their own mail servers.
Account setup in Windows Mail is no different than it was in Outlook Express
under Windows XP.
