Is slipstreaming SP2 to XP onto a bootable disk leagal?

Yes - provided the use you then make is legal. For example so as to
have a disk you could use for repair or reinstall of a machine where you
had installed XP and upgraded to SP2. In a sense, CDs are of little
value in themselves - what is valuable is the Product Key that validates
your license
