Could be a number of things, but it looks like a temporary file
created by PC-Cillin or another one of your autostart services.
Ask on their website.
 
My computer runs 24\7 and every morning I get this message since I
upgraded to PC-Cillin 2007:

your computer's memory (1 change dtected)

C:\WINDOWS\TEMP\SL2140.TMP

When I Google sl2140.tmp I get nothing but sl2140 I get datasheets
with entries such as

SL2140 Seven-Segment Numeric LED Display Sanyo -

What doest it refer to?
