Simple Windows XP NAT Not Working, Beg Help

I have a very simple setup where a windows xp SP2 is functional as a
router (using ICS) and everyone can connect to the web fine but port
forwarding refuse to work.

Here are the important points:
1) Turned off firewall completely
2) No anti virus or related software install, fress XP
3) Made sure the ip of the client is pingable
4) Probe port with the website https://www.grc.com/x/portprobe=9999 and
port is not opened still.

Any help is MUCH appreciated.

actually, we went through 4 routers of different brands, and found that
using a pc is most stable.

Any common troubleshooting procedures for NAT?

Without more information about the problem, it's hard to say what's
wrong. We don't know what firewall program the ICS computer uses, how
you tried to set up port forwarding, what ports you want to forward,
what computers you want to forward them to, how you specified the
computer names or IP addresses, or what you mean by "refuse to work".

If you'll post another news group message with complete details, I'm
sure that someone can help.
