Signature Option missing in Outlook 2003

I have a user that does not have the signature option
available to him when he creates a new email or when he
replies to an email. He has signatures setup and on the
main Outlook screen the signature button is there. I have
tired going into his options -> Add/Remove Buttons and he
has the option to customize, but signature is not
available to him. Any suggestions?
 
Which version of Outlook does the user have? Is the user using Outlook or Word as their e-mail editor?

He is using Outlook 2003. Thought that it might have
been a bad install what the software was pushed out to
him so we reinstalled Office 2003. Still the same thing.
He is using word 2003 to edit email messages.
