Side bar on control panel is gone and set-up is funny

when i click on control panel, and it comes up, instead of being blue and
having to click on different subjects, its a normal white background as if
i'd opened up a folder, and all the options are there instead of being sorted
out by buttons. Also the toolbar to teh laft of the window is gone
 
Many things has been changed at once. You can change all of them at once or
one by one.

1. Right-click on My Computer choose Properties.
2. Click the Advanced tab.
3. Click Settings under Performance
4. Here set the option "Adjust for Best Appearance"

Apply the changes.

Open Windows Explorer, click Tools, Folder Options. On the General tab,
under Tasks, click Show common tasks in folders. Then, to switch to category
view (Control Panel), click the link titled "Switch to Category view" in the
Common Tasks pane.
