Shutting down

I have just encountered a disturbing problem. I am using Windows 2000 Service
Pack 4. When I try to shut down, the computer goes to a restart. I have run
Norton Virus scan rhree times and it has not located a virus. Any ideas as to
what could be causing this? I am on a laptop, so shortof removing the battery
there appears to be no way to shut down.

Yes it is listed as an APCI system.
And in answer to Mr. Perry, yes, i have tried shutting down by the power
button and it will not shut down or power off.
