Check your system BIOS to be sure you don't have "Wake on Lan" enabled.
When you boot your system, the first screen usually has an instruction on
how to enter setup, instructing you to hit a specific key. When you see
this, hit that key. Then navigate the various screen looking for that
setting. If you have it and it is enabled, disable it, save and exit.

Even if your system is shutdown, packets are often still sent across a
broadband network that might trigger this event.

Another possibility; if you have a feature that allows the system to boot
simply by depressing a key on the keyboard, depending upon sensitivity of
your mouse and keyboard, it can be misinterpreted as having depressed a key
thus causing the system to boot. If your system has such a feature, again,
in the system BIOS, it can usually be disabled as outlined above.
 
How are you shutting down you system? The Power button in the start
menu can be configured many differnet ways, it might be possible that
it is set to restart instead of shut down.

Check your control panel power options, I would check this first before
attempting getting into the BIOS, but by all means if my suggestion is
not the issue I would do as the other poster said.
