Shutdown without Powerdown in XP

My new Windows-XP Dell desktop powers off completely when
I Shut Down. Can I set it up so that it shuts down
without powering off--that is, so that it arrives at the
message "It's now safe to turn off your computer," at
which point I can use the remote power box in my nifty
computer desk to shut off the CPU (and everthing else,
including the monitor, printer, etc.) and then power up
the CPU the next day without having to push the power
button on the CPU itself. This is how my old Windows 95
machine worked.

I will personally come and wash your car if you help me
solve this (admittedly small) problem.

I don't really see why you should want to - I let it shutdown
completely, powering off, and *then* turn off the power strip. If the
BIOS is correctly set the machine will then power up when you restore
the master power

To get the message you would have to reinstall Windows using APM instead
of ACPI - Set the BIOS to boot CD before Hard disk, then boot the XP
CD, start Setup (do not take 'Repair' at this stage), then after the
license agreement take 'Repair Installation'. This will retain your
existing software installations and most settings. But Updates will
have to be run again, especially SP1; and if you have drivers that only
arrived with that, like USB 2 ones, you will need to update drivers for
the devices concerned. You may find that things like virtual memory
settings and some aspects of appearance have reverted to defaults

At the first reboot, change the boot order back to Hard disk first. You
will then on continuing get a black screen with a white bar - 'Hit F6 to
install special. . . '. Hit F7 instead; nothing will appear to happen,
but the system will install without ACPI.
