I recently re-built a system from scratch (a fresh
format) and I thought everything was working
great until I tried a proper shutdown ("turn off")
which performs a "Restart" instead.

Does anyone know how I can fix it?

TIA,

Ed

right click on your MY computer icon and
go to properties
then go to advanced
and press the third SETTINGS button that is on start up and recovery
from there uncheck the box that says "AYTOMATICALLY RESTART"

however this does mean that something is crashing at the last moment..
something that is not so uncommon... :-) You can ignore it if it works.

Tell me if this resolves your problem....

I have run into this problem in the past when in the BIOS of the MOBO the
option to start computer from USB keyboard or mouse is enabled. Disable that
and no more rebooting upon shutdown.
