Shutdown/Power Off Problem

My problem just recently started. When I shut down my PC, everything appears to proceed as normal until the very last step. My screen goes black but the CPU does not power off. I now need to do this manually. I recently installed a second HD so I disconnected it to test whether it was causing a problem but it wasn't. I am totally up to date with all the critical updates and service packs. I am running Windows 2000 Version 5.0.2195 Service pack 4. I contacted Phoenix/Award for a BIOS update and flashed my BIOS but that did not fix this problem either. I've searched the Microsoft knowledge base without success. I hope someone can help because the worked until only recently. Thanks
