shutdown and startup on power failure

I would like to setup my XP laptop to shutdown when the external power goes
down and then startup again once the power resumes. Is there a way to set
that up?

The shutdown on power loss is a given (if no UPS)

But what happens once power is available again, is an option in my
bios - (startup - don't start) you might check if you have this
option.

As this is a laptop,the battery would keep it going. I want it to shutdown
properly and startup again once the external power (not battery) has resumed.

You may get it to shut down with the Power Options, BUT the start up
when power returns would need to be supplied by the BIOS, and I don't
think laptops do that.
