shut off fans in standby state?

If the computer goes to the standby state I still hear the fan's going. They
do not shut off ( the harddisks are shutting off). Is this normal or can I
change one or more settings to change that behaviour?

As long as you have power on, your motherboard and power supply will run
warm, leave the fan's alone.
 
Every PC has at least 3 fans:
1. On the Power Supply (that is alwase ON)
2. On the CPU (that is alwase ON)
3. On the motherboard that cools all the electronics (alwase ON)

That's mean, if you turn off your HDD, other parts of your PC still needs
cooling.

I guess every machine is different, but in stand-by mode, the hard-disk
is stopped (no heat), the cpu is at its slowest setting and no longer
needs forced cooling. The overall power needs of a machine are so low,
the power supply does not either need cooling. Are you sure the machine
is in stand-by mode? How do you tell? All machines I have owned so far
are totally silent when in stand-by mode and I tend to think your
machine either is not in stand-by mode, or has a hardware compatibility
issue.
 
My BIOS has options about what to do with the fans in certain low power
states. Maybe yours does too.
