Shut Down

Windows will not shut down. I have attempted to resotore
but the restore point only goes back to Wed the 20th of
August, which is after the problem began occuring. I
suspect that it is a problem with the Norton Internet
Security. However, I am not sure.

Does anybody have a solution?

Usually when Windows doesn't want to shut down, it's because of an
application and/or process that doesn't want to let go. Jim Eshelman
has a shutdown troubleshooter here:

You don't give us enough information to get any more detailed help. If
you think NIS isn't permitting you to shut down, try disabling it and
see if that helps. If it does, then go to Symantec's website for tech
support.
