shut down problems

It may not be a Vista thing, but I'm not computer savvy enough to understand
some of the other posts. My laptop will completely shut down, but it starts
back up 2 seconds later. This seems to happen when the power cord is in.
When I remove the power cord, it doesn't restart once it's shut down. I've
checked the settings and nothing is set on restart. Any thoughts?

It would help if you told us how you shut your system down. Do you use a
shortcut key combination, Start-Arrow(triangle)-Shut Down, Start-Power Button
(left of lock icon), or the power button on your hardware, etc?
You also might provide the status of these items. Control Panel, Power
Options- when you open Power Options look on the left. There will be a
question about what you want the power button (hardware button?) to do. What
does yours say-shutdown, sleep...? Choose you power option. Select Change
Advanced Power Option setting for your option. In a list you should see some
mention of power button settings. Under one of its submenus you will see a
choice for what you want the Start Power Button to do-sleep, shutdown,
re-start. Tell us which option is selected.
