show window content while dragging

why does this setting always change by its self xp dim 3000 old machine ie8
it changes to the dotted line. easy enough to fix but I would like to know
why?

Sounds like the graphics card and/or drivers are not up to it.
Check you have the latest Dell(or card manufactures)drivers installed
