I don't think there is a good registry entry to turn on the option (no TD
option either).
My guess is that "Show Quick Launch" option is somewhere under the following
registry
value[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\S
treams\Desktop],"TaskbarWinXP".
For all users (default user) it is probably under
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\Strea
ms\Desktop],"Default Taskbar".
I don't know the format of these binary values (undocumented) but they seem
to include much of machine specific info (computer name, etc.). So, I
wouldn't recommend you to export the values from your XP Pro machine but
rather you can export the values on your XPe runtime presetting desired
taskbar view (turning on "Show Quick Launch", e.g.). Then you can use the
result .reg file(s) to import in CD/TD or during FBA.

XP Embedded boots, and I run control panel -> Taskbar and Start Menu, I
find "Show Quick Launch" is off.
