I have a user, that always hit ctrl, and enter by accident at the same time
and this sends the email she is currently typing when she is not ready too.
Is there a way to change or remove a shortcut key in outlook 2003?
Thanks

AFAIK: No.

Yes, you can easily disable Ctrl+Enter with a group policy object. For other shortcut keys, you need to know the ID for the particular key combination.
