Sheet Protection with Dependent Dropdowns

I have a spreadsheet that has a couple of dependent dropdowns. I would like
to turn protection on for the sheet. When I do, and I select an item from a
dropdown menu, I get a popup message saying that the field is protected and
cannot be changed. Where am I missing how to allow this? I'm using excel
2000.

Before you protect the sheet, set the following for the cells you want to
modify:

Format Cells -> Protection -> Locked (deselect it)
 
The combo dropdowns span 2-3 cells, and I have unlocked those cells. The
result goes to a cell that I have also unlocked. When I turn protection on
for the sheet I still get the same error as before. Any thoughts?
