shdoclc.dll/dnserror.htm changing error message

I've changed the dnserror.htm inside the shdoclc.dll to have a
personalized message. The problem is that i cannot replace this dll in
the windows/system32 folder because it is a windows protected file!
Does anyone have any solution either to replace this file in the
system folder or may be have another solution to replace the message
in case of dns error?

Is this error keeping you from connecting to the Internet. I'm getting the
same error on my laptop, can't connect even though everything else is working.
