By design, XP Home uses "simple file sharing", which doesn't have
access control lists. It allows network access by all users.
I haven't tested it, but this Microsoft Knowledge Base article says
that you can start XP Home in safe mode and log in as an administrator
to gain access to the Security tab for a shared resource:
