I know that on a network you can share a person's printer that has it
directly connected to their machine but what about faxing?

If a person on a network has a dedicated line to their machine for faxing.
Can that be shared so that a user can fax from their machine using the share
function similar to printing to a user' printer? Runnning XP on the
workstations in a server 2000 environment

Fax for Windows XP does not support shared fax printers.
This means you cannot share a fax printer with other users
on a network.

So using the hp scan/printer/fax software will not work either then? So I
am to assume that faxing cannot be shared on a network only printing can?

It might, it might not. What model?

That's an assumption you cannot make without checking the manuals for your
HP software and hardware. It *may* support network faxing or scanning, or
it may not.

Network faxing can be done, but you need software written for this purpose.

The Windows fax utility does not operate networked, but that does not mean
that no fax software or hardware does. Network faxing is a relatively
advanced and complex feature that you will very likely pay extra for, and
will be aware of because of the extra cost.

However, given the low cost of fax-modems, it's worth considering adding
inexpensive fax-modems to all the machines that might need to fax, and just
not setting them to auto-receive.
