Sharing a PowerPoint Presentation Over the web

I have a frequent need to share and moderate powerpoint presentations in a
virtual environment with individuals that do not have access netconferencing
or they are prohibited from installing netconferencing on their PCs. I've
examined Microsoft Producer as an option, but it doesn't seem to allow
moderation of the powerpoint slides. It just plays when opened by a user (as
I understand). Plus, the user can download the presentations, and we prefer
to avoid the distribution of our presentation. Microsoft suggest that we can
subscribe to a windows media service provider or procure a shared workspace
that allows for us to safely (prohibited from download) store our presenation
and present it live via the web - does anyone have a recomendation or other
suggestions?
