shared documents directory does not work

When users open files (in word for example) that are saved in the shared documents directory
they open in read only state. Some history, the computer had its windows xp installion corrupted and another one was installed (as a second xp operating system) so that backups could be taken of critical files. Once this was done, the initial installion was overwritten (reionstalled over the top of the original). The second insttalion(the temporary one, to get file backed up) was left and appears on the boot menu. But we just let it default to the reinstalled xp which works fine. The only thing is that now it appears the shared documents directory does not work. All files in it can only be accessed by the owner or administrator, not other users. Please help me with a fix for this
 
XP PRO: In Windows Explorer, go to Tools, Folder Options, View and uncheck Use Simple File Sharing. Now, when you right click on a drive, folder or file (on an NTFS partition) and select Properties, you'll see a Security tab. Here you can assign or deny permissions based on user name or user group membership.

XP Home: By default, you can only make files and folders under My Documents "private". This is done by right clicking a folder or file and selecting Properties, Sharing. To change the permissions on other folders, you need to boot the computer to Safe Mode and log in on the built in Administrator account. In this mode, you'll see the Security tab in Properties, and you can assign permissions based on user name or group membership.
