I am using the Group Management Policy Console.

Chapter 10 of the manual says that I can use the group policy management
console to administer policy.

How do I import the sctsettings.adm into the GPMC?

There is an excellent article on using the Shared Computer Toolkit in
the current version of TechNet magazine. I don't know if it is
available on newstands, but check on their website. Using the Toolkit
in a domain is covered.
