Shared calendar for leave booking

I want to use Outlook Web Access public folder shared calendar for booking
annual leave, etc. I can set permissions for each one to edit their own
inputs in the shared calendar. But how do I enable one person (the rota
maker) to authorise the leave, show it in the calendar as authorised/granted
(bold text, different colour text etc) and also make it read only to all
others once authorised?

When a calendar item has been rejected, the sender will receive a
notification of it (default).
When it has been accepted, it will show in the Calendar folder.
When no action has been taken yet, it will show up as Tentative.
