Shared Borders stay Static and let the body scroll?

Howdy,

I know frames aren't used much any more but is there some other way to have a LEFT and TOP shared
border (or included page or whatever) that would stay static and let the rest of the screen scroll
down for long pages? I know you can do this real easy with frames, but is there any other way?

No. You have to use frames for that.
