Is it possible to do FTP over SSH from a windows xp machine? I am
looking for something similar ftp.exe). Or does ftp.exe have such an
option?

Yes.
Freeware Filezilla does that.

I personally don't thing there is. If you want a look alike command
line, sftp by moveitfreely is almost a mirror of windows ftp, but has
secure ftp ability. If my memory is right. Its been years since I've
had to use it now.

XP has FTP. The native FTP is command-line only or thru the Internet
Explorer.
