"SetValue" missing from Macros

I have set the Trust Center to allow everything to run. I have created a new
database using Access2007. However in going to create macros, the SetValue is
not in the list of commands that I can select - what is causing this?
(Running Vista Home Premium)
If I run NorthWinds2007 i can select the command and it is there (but has a
warning traingle next to it), what am I doing wrong?
