Is there a way to configure XP Home edition to store "all data" in one
location for backing up. much of it is in the Documents and settings
folders, but how about the rest of XP data.

Other applications is unimportant due to the fact I can set where the data
is store, which is generally the My Documents folder or Desktop

No. You have to adjust store folders for your applications manually.
You could use software like Norton Ghost for to create a full image of
the disk so that you do not have to select single folders for to
backup.
