Setup Endless Loop

I hit "R" to repair an existing installation that was
working fine but somehow got some TCP/IP corruption.

Windows XP setup (from CD) is starting over and over again
copying the files with 39 minutes to go.

It never completes!!

It just keeps resetting when it gets to 34 minutes and
then after booting it says "Setup will restart" and then
goes back to 39 minutes and begins copying again.

How can I get this to stop trying to setup and get to the
next step??

I can see the entire C Drive when I go to recovery
console. All data and files are there and the hardware is
perfect.

Since this was an inplace upgrade, you most likley have a third part service
that is giving the problem. Try Shift + F10 and stopping nonessential
services from the machine. It could also be third party hardware drivers
loading which you could resolve via pulling non-essential hardware from the
machine.

At what point do I hit Shift-F10...??

I tried at normal windows bootup and it started the intall
as usuall and then said: An error has been encountered
that prevents setup from continuing...

If I just let the bootup continue normally, it starts the
install process again...

Do I do this at the CD Setup program somehow ??
