Setup can't find or copy setup files

Im trying to do a clean install of xp, keep getting the message can't find
file or can't copy file press esc to continue and skip file. Why is it doing
this.
I changed hard drives, same problem.
I changed xp disks, same problem.
I partisioned hard drive down to smaller size, same problem.
Changed cd drive, same problem.
removed all pci devices, same problem.
Can anybody please help me.

Examine the Windows XP CD and make sure it is absolutely "pristine clean"
with no scratches, fingerprints or smudges. Use a mild non-ammonia based
household cleaning solution and a soft cloth to clean it.
