Settings (Size, toolbars) not saved on restart

Every time I start my computer and use IE I remove the
toolbars I don't use and set the window size how I like
it. It works as long as my computer is on, butonce I
restart the computer it reverts to the old settings.

Window size may be a separate issue. Open a page with some links on it.
stretch it out to the desired size. Open a link in a new window. Set it's
size. Close the first window, then close the second window.
