setting up user accounts in windows XP

Hello,
I have had this computer for a while now, now that my children are old
enough to know how to download software I need to setup user groups.
I created to groups as the instructions states, admin and House. admin has
administrator rights but I can not see all of my setting or files that I
created when I only had one account administrator.
can anyone assist with this? also I tried going to safe mode and logging in
as administrator to give admin more permissions, but the only thing I see on
the screen is a black background with safe in the corners of the screen.
 
If I were you I would access User Accounts in the Control Panel and remove
any accounts you created. Then read these pages:
