Setting up browser to open links in a new window

(blush) I've been a comp user for 4 years now, burt I
recently got a new machine, I can't remeber where to find
the settings to get my browser to open links in a new
window, can anyone refresh my memeory???

I already looked there..It doesn't say open new window
when clicking on links, or anything similar...that's the
first place I looked...This is XP pro edition...
