Go to Control Panel, User Accounts. By default, all new accounts created in
XP Home are Administrator accounts. Add the new accounts you want, and
make them Limited Users. You can also change existing accounts to Limited
Users.
Also, boot the computer into Safe Mode (see Help and Support) and you can
access the built in Administrator account from the Welcome screen.
However, making a user a Limited User will not necessarily stop them from
browsing the web, using MSN or other applications.
