I've put 2 partitions onto a disk, both to hold non system data. Does is it
make any difference if I set an active partition or not?

You can only have one Active partition, and that is your OS boot partition.
Any other partition cannot be made active.

can't you have one active partition per disk?

There can be only one active system partition at a time. On Intel-based
computers, the system partition must be a primary partition that has been
marked as active for startup purposes. This partition must be located on
the disk that the computer gains access to at startup.
