setting home page

In internet options I am trying to set my home page for good. I want to use my own selected site. I have used "use current" to set home page and it keeps changing when I reboot my computer. Beside the address box there is a pull down menu with a lot of addresses listed and I do not know how to get rid of them. The list of addresses seem to be sites that I have visited before and some are listed several times. I even tried: clearing history, deleting temp internet files, deleting cookies...which I didn't think doing that would really do any good with setting the home page but I tried and didn't work. Can you help???? Thank you!
 
Clear the History and set the number days to keep History to 0 (zero).

When you set the Homepage, did you click OK or Apply at the bottom?

I have my history set to 0 already and yes I clicked Apply. What next??? If anything!
