setting acess to multiple users

I have multiple users and want to limit the acess to certain programs. How
can I deny access to things like Internet explorer for certain users? Is it
possible to do this?
My second question is can limit the web sites that different users can access?

On the second question, there is no native function for this beyond the
content advisor, but there are many "net nanny" programs that will do it.
