What is it. It came up when I first installed Logitech's wireless keyboard
and mouse. But I no longer have that. Then it came up after I tried to
install the HP advisor, but I didn't recognize the program. Is it safe to
install it. No program alerted me to it so I didn't allow it. Should I
allow it?

SetPoint is the driver software for the Logitech mouse en keyboard.
SetPointUpdate is the update utility for this.
You have to uninstall SetPoint in the Control panel if the Logitech
hardware is no longer in use.
