This is a new installation of Windows XP Pro.
A 56 KBS PCI modem is installed and Windows confirms "This
device is working properly", the "Query modem" is also OK.
In the "New Connection Wizard", Connect to the Internet,
Set up my connection manually: "Connect using a dial-up
modem is grayed-out.
Please advise.

Thanks very much. I did solve the problem after reading
the information suggested there however:
The article says to delete a data item in the key "Cards".
In my case that key was not there, under ...\telephony,
where it was supposed to be. I decided to add it there,
and it worked! The dial-up connection was enabled.
