IIS is not supported on Windows XP Home Edition.
You need to purchase and upgrade to Windows XP Professional.

As stated in the System Requirements of Visual Studio .NET
at
http://msdn.microsoft.com/vstudio/productinfo/sysreqs/default.aspx

Limited functionality. Visual Studio .NET 2003 does not support creating
ASP.NET Web applications or ASP.NET XML Web services when using Windows XP
Home Edition.

IIS is a feature only found in Windows XP Professional.
You will need to consider upgrading to XP Pro if you
wish to have IIS.
