Set security on C: to 'everyone' deny full control, can not boot

While attempting to secure the c: drive, I set the
permissions for "Everyone" to "Deny" for all accesses (Full
Control, Create, Update, Read etc.). Local Admin was still
set with full control as was System. Local users were set
with create, read, update.

Immediately after performing this function I was unable to
access any programs on the system, despite being logged in
as local admin. When I attempted to reopen the Security
tab the tab was no longer available.

Upon attempting to reboot, the system fails to boot with a
c000021a.

It appears that XP processes the Deny Everyone before and
in exclusion of the permissions that exist for Admin and
System.

How can this be recovered?

That's because a) the administrator is part of the Everyone group,
and b) restrictions always take precedents over permissions.

You could try a repair install, but if that doesn't work, you'll have to
start over.
