Set Program Access and Defaults

I'm mystified by this button on the Start Button. It leads to a part of the
Add/Remove Programs window. I can't find anything in Windows Help to explain
what this is for or what, if anything, I'm supposed to do with it. I figure it
must be important for Windows to put it so prominently on the Start Button
menu.
 
This feature allows you set acess controls to who can log
on and change file passwords internet access ect. Only the
one who sets these controls will be able to change with
password
 
So if I'm the sole user of this computer and have no profiles or passwords, I
need pay no attention to it? Can I delete that button from the top of the Start
Menu?

This is a new feature added to the OS after installing the recommended
Windows update Q820291. You can read about it here:

"New 'Set Program Access and Defaults' Start Menu Icon and Help Content Are

I have elected not to install this upgrade.
 
I found the article interesting. But I, too, don't see a need to add to a
function that I still don't understand. Microsoft says it adds new
functionality and a Help Button, but adds:
"A supported feature that modifies the default behavior of the product is now
available from Microsoft, but it is only intended to modify the behavior that
this article describes. Apply it only to systems that specifically need it.
This feature may receive additional testing. Therefore, if you are not severely
affected by the lack of this feature, Microsoft recommends that you wait for
the next Windows XP service pack that contains this feature."

I'll pass for now, too. Thanks for the information.
