Set max limit of percent cpu for each application?

Is it possible in XP or in an XP utility to the set maximum
percentage of cpu which an individual applications can use?

For example, I might want my antivirus disk scanner to have no more
than 50% of cpu and I might want my browser to have no more than
30% cpu. And so on.

(I already use Netlimiter to do allocate communications bandwidth
amongst my programs.)

Is there a tool which allows me to allocate cpu usage amongst my
applications?

You're over tweaking.
